I’m almost certain that I know this one, but I’ll let some non writer take a stab. I’ll check back tomorrow and see if it’s solved and put in my guess if it isn’t.

Okay, then. My best guess is that this is a bridge across the Flamingo Wash Trail being developed by Clark County along, well, Flamingo Wash. This spot is next to Lamb Boulevard, I think. It might be Nellis, but I’m going with Lamb. I think that covers all three points: Flamingo Wash, Flamingo Wash Trail, next to Lamb Boulevard.

Good guess, but…. no.
Let’s see your guess is about 3.5 miles north and east of this location.
We’ve published a couple of articles about this “creek” — This location is in Henderson and the bridge has been there at least a decade.
I always thought this would be a cool place to watch for flash floods — but they’ve controlled the upstream part of this creek so much, I can’t imagine that there’s much chance of this now.
